Miss America visits Fort Sill
Miss America Jennifer Berry laughs alongside Soldiers in basic training as they get ready to take a group photo at Fort Sill’s Combat Confidence Course Oct. 10. 'Universal' ID Card Part Of Federal Security Upgrades
New identification cards to be issued to Defense Department employees beginning next month will help standardize workforce identification and security access systems across the government, a senior Defense Department official said here Sept. 15. The new common access card eventually will be issued to all federal employees and is part of a standardized, secure credentialing system that was mandated after the Sept. 11, 2001, terrorist attacks, Mary Dixon, deputy director of the Defense Manpower Data Center in Arlington, Va., said during a joint interview with American Forces Press Service and the Pentagon Channel.

In 2001 Sgt. 1st Class Robert Ormsbee retired from the Army after 20 years of service. The Sept. 11, 2001, terrorist attacks helped him decide he wanted to come back and contribute to the Global War on Terror, so he volunteered and returned to the military through the Retired Reserves.

McCoy 'trains' locomotive for support mission
A new, battery-powered locomotive is moving full speed ahead to further modernize Fort McCoy's capability to perform its rail missions. Joe Schneider, the field service manager for Railpower Hybrid Technologies Corp., of Erie, Pa., which fielded the locomotive to the installation, presented orientation instruction to locomotive crew members in early August. The new locomotive, road number 6003, features lead-acid rechargeable cell batteries; a small, 165-horsepower diesel engine which recharges the batteries, and about 2,000 horsepower of traction motor effort (about 500 horsepower per axle), Schneider said.

New McCoy command sergeant major familiar face
The new installation command sergeant major at Fort McCoy brings an overall knowledge of the post to the position as he has served for four different installation organizations. Command Sgt. Maj. M. Kevin Dubois also has experience in his current position as he served as the acting installation command sergeant major between the tours of Command Sgt. Maj. Michael LaRue and Command Sgt. Maj. Nick A. Piacenteni Jr. in 2000. He assumed his new position Aug. 14.

Belvoir welcomes new shopping complex
The Fort Belvoir community witnessed "history in the making" on Wednesday with a ribbon cutting ceremony to celebrate the grand opening of the Fort Belvoir Town Center, the first of it's kind in the Army. "This is a historic moment," said Installation Chaplain (Lt. Col.) Bart Physioc. "This is a model for installations around the world, a gathering place for the community that draws Fort Belvoir closer together."

Army to begin utility billing for privatized housing
Some families living in privatized housing on Army installations will become responsible for their utility consumption starting Sept. 1. Residential Communities Initiatives will begin billing for electricity at five installations where a yearlong mock billing program was recently completed. The mock billing program established a baseline for electricity consumption through consumption patterns, housing type and size.

Yongsan arts and crafts center wins 'Best in Army'
Morale, Welfare and Recreation announced the best arts and crafts program in the Army Aug. 18 and Area II community members will not have to travel far to use it. The Yongsan Arts and Crafts Center won “2006 Program of the Year” in the large installation category worldwide.

DoD announces installation realignment in Germany
Due to U.S. European Command force structure realignment and transformation, and the attendant reduction in installation and personnel support requirements that have occurred during the past several years, U.S. Army, Europe, has identified Aschaffenburg Family Housing, Aschaffenburg Training Area, Babenhausen Kaserne and Babenhausen Family Housing as excess to the Army’s needs.

USAG, Camp Red Cloud inactivates
The U.S. Army took a step closer to transformation Aug. 10 when Lt. Col. William Huber cased the colors of U. S. Army Garrison at Camp Red Cloud and turned command over to Col. Forrest Newton, commander of Area I Support Activity. "In July 2004, when I took this command, I recall Brig. Gen. John Macdonald telling me that I had two significant missions to accomplish during my time," Huber said. "The first was that I needed to close five of seven camps and the second was I needed to deactivate the garrison. How would you like to come into command with these missions? You are going to get smaller in size and then go away."

Leonard Wood gets high marks for quality of life
A recent ranking of 577 small cities in the nation by an online business journal confirmed what many people who live in this area already knew - Fort Leonard Wood is a good place to call home. "The Soldiers who serve here know this is a wonderful place to live," said Maj. Gen. Randal Castro, Maneuver Support Center and Fort Leonard Wood Commanding General.

Lewis gets the lead out of old barracks
Many of Fort Lewis’ old buildings were painted with lead-based paint, during a time when the harmful effects of lead were not fully understood. As local contractor MCS Environmental’s employees recover usable building materials from 12 World War II barracks on North Fort Lewis, much of what they are encountering is wood painted with lead-based paint — which presents possible liability issues for selling because of the presence of potentially hazardous lead-based paint.

Army’s first Boundless Playground opens on Fort Campbell
Fort Campbell made history Aug. 4 with the opening of the Army’s first handicap-accessible Boundless Playground at the Village Commons in the Hammonds Heights housing area. The Boundless Playground is equipped with the amenities of a standard playground, but is specially designed to stimulate handicapped children with such developmental disabilities as autism and mental retardation.

Fort Belvoir has earned the nation’s most exclusive honor for how it manages pests at its child development centers and Youth Services Center. During a ceremony held at Post Headquarters Aug. 1, the Integrated Pest Management Institute of North America presented the Star Award the installation.

Korea's Area III firefighters red-hot at DA level
The Area III Support Activity Fire and Emergency Services has been recognized as one of the best fire departments Armywide. After dominating firefighting evaluations at the IMA - Korea Region Office level by placing first in four of five categories, the Army ranked the Camp Humphreys operation third worldwide in the large fire department category.

CRC tests responder's skills
A simulated chemical and dirty bomb explosion occurred at 9 a.m. Aug. 4 on the street adjacent to the Camp Red Cloud Area I barracks, Bldg. 322. The anti-terrorism and force protection exercise was designed to test all of Area 1 and 2nd Infantry Division defense and emergency respondents - including firefighters, law enforcement and paramedics - as if there was a real terrorist attack.

Engineer train at Georgia forts
In an effort to create a win-win situation, the two Army posts and the Army National Guard teamed together at Fort Gordon and Fort Stewart. Members of the Georgia National Guard, the 878th Engineer Battalion, received much needed training in their military occupational specialties and Fort Gordon as well as Fort Stewart had a few dream projects accomplished.

An improvised explosive device may have robbed Delaney Rocky Perez of his military career, but an Army program has given Perez an opportunity to serve again -- this time as a civilian. Delaney Rocky Perez, administrative officer for the Fort Sam Houston garrison commander’s office, is the first civil service employee hired at the base through the Army Wounded Warrior Program.

Fort Lewis to exceed Army mandate for handling demolition, construction debris
Roughly 300 Fort Lewis World War II era wood buildings are scheduled for removal over the next four years. The majority of the material will be salvaged or recycled rather than ending up in local landfills. Fort Lewis expects to exceed the Army Chief of Staff for Installation Management’s new mandate requiring a 50 percent diversion of non-hazardous construction and demolition debris generated by the removal of buildings, renovations, and construction on military installations.

Army expands childcare options for military families
The Army has selected Fort Sam Houston and 10 other posts to test a new program that offers military families more childcare options. Through the Army Child Care in Your Neighborhood program, civilian agencies recruit childcare centers and civilian providers from areas where military families work and live, then train them to meet Army standards.

Lt. Col. David L. Jessop assumed his new duties in June. Immediately prior to coming to the Command Group, he served for about a year at the 84th U.S. Army Reserve Readiness Training Command (84th USARRTC) at Fort McCoy, with his last position being the operations officer of the Leadership Development Directorate.

Picerne to build homes for Fort Riley
Picerne Military Housing plans to begin residential site work in Camp Forsyth this fall. The project calls for 751 new homes for Fort Riley families and a community center in the area across Trooper Drive from the post commissary and Rally Point. The diagram of the planned project shows homes for company grade officers, senior and junior noncommissioned officers and junior enlisted members, the community center in the middle of the neighborhood and a baseball or softball diamond centrally located.

DoD Announces Next Phase of NSPS Implementation
The Department of Defense (DoD) announced today that it will implement Spiral 1.2 of the National Security Personnel System (NSPS), a new civilian human resources system, to over 66,000 employees between October 2006 and January 2007. The human resources system includes classification, compensation, performance management, staffing, and workforce shaping elements.

New Dulles USO Military Lounge to Open
United Service Organizations of Metropolitan Washington will get a sizeable boost from Northrop Grumman Corporation tomorrow to help establish its newest military airport lounge, at Washington Dulles International Airport here. Jerry Agee, the company's corporate vice president, will present a $50,000 check to Elaine B. Rogers, president of the USO of Metropolitan Washington, to begin development of the lounge.

U.S. Army Garrison Kaiserslautern is testing the Enhanced Security Pedestrian Gate for use throughout the Army.The new gate replaces onsite guards with remote guards who can see and hear via cameras and speakers.

Fort Lewis housing plan to improve quality of life
Equity Residential, the Army’s private-sector partner for housing, with support from the Fort Lewis Public Works Directorate, will soon launch a program designed to produce a more effective, responsive system for assigning housing on post. The plan aims to balance the wait times among the ranks and provide living space appropriate to the sizes of families.

Carson opens child development centers
A grand opening ceremony of three new child development centers that will help provide additional child care support for the Fort Carson community was held June 26. Each of the new child care facilities were constructed with 10 modular units combined to form one building that accommodates around 100 people, 81 to 87 of whom will be children with the remaining being child care workers, said Jan McConnell, Child and Youth Services coordinator.

Groundbreaking signals new digs for Soldiers at Leavenworth
This is the first phase of privatized construction of houses that will eventually replace almost half of the homes on post. The initial development period will occur over nine years, where 708 new homes will be built, 588 will receive varying degrees of renovation and 703 homes will be demolished at a cost of $405 million, according to information provided by Frontier Heritage Communities. FHC is the partnership agency between Fort Leavenworth and MMH.

Time to take next step in sustainability: integration to individual daily lives
“Ask the average person what they know about sustainability, and they’re likely to say, ‘very little’,” said Lana Leiding, Fort Lewis Installation Sustainability team member. That is the typical reaction among community members, but with closer examination, they are always surprised by what they really know, she said. A pledge drive conducted during Armed Forces Day revealed that many people engage in sustainable behavior every day without thinking about it.

Preparation Vital as Hurricane Season Arrives
"The most important thing we're doing is taking all the lessons learned from the past two hurricane seasons and going over them to make sure we didn't miss anything," said Staff Sgt. Thomas Kielbasa, a Florida Army National Guard spokesman. "The best way to prepare is to go back and look at what we've done right and what we can do a little bit better, so when that Category 4 hurricane does come bearing down on Florida, we're ready for it."
